An ATM foreign fee is a fee charged by the card issuer (Financial Institution) to their customer for conducting a transaction outside of their network of machines (i.e. a Redwood Capital Bank fee for using a non-Redwood Capital Bank ATM).
Foreign ATM usage fees are waived for ATM access and Platinum Plus account holders .

A surcharge fee is imposed by the ATM owner (the bank or Independent sales organization who hosts the ATM) and will be charged to the consumer using the machine (i.e. an ATM not owned by Redwood Capital Bank).
